Learning Disabilities and Learning Difficulties
Students with learning disabilities may already be receiving Special Education services, or be eligible for Special Education. This population must be properly served in order to ensure that schools and school districts are identifying these youth where appropriate, appropriately serving these students, and complying with federal and state Special Education law, the Americans With Disabilities Act, and §504 of the Rehabilitation Act.
Students with learning difficulties may experience an unexplained drop in grades, failing grades, discipline issues and/or poor attendance. These students may not be in Special Education, but may nonetheless require additional educational or mental health assistance in order to succeed in school and become productive members of society. These students must be served in order to prevent anti-social behaviors escalating – thus possibly resulting in juvenile court involvement – and, equally important, in order to ensure that young people—especially minority male students—are not inappropriately identified as disabled and unnecessarily put into Special Education programs. |
